What does it mean?

A Scouser is a person from the city of Liverpool in North West England. The term also refers to the unique and very distinctive accent and dialect spoken in that region, which is technically known as "Scouse."

Is it positive or negative?

Neutral. While it’s often used with a sense of local pride, it can sometimes be used in a stereotypical way. Most people from Liverpool proudly refer to themselves as Scousers.

When do you use it?

Use it when you're talking about someone's origin or their accent. Liverpool has a very rich cultural history (including The Beatles and two famous football clubs), so the term comes up a lot in British media and conversation.
